To the extent that anti-discrimination laws are left up to the states, some of them have been on a roll at passing anti-anti-discrimination ordinances along those lines. NC in particular comes to mind; thanks to HB2, state law no longer covers a fuck ton of different kinds of discrimination, most notably for LGBT people and veterans. So if you are one of those oh so lucky people who get fired for, say, being gay or trans, NC laughs in your face and tells you to take it to federal court, which, in addition to having much stricter filing requirements and being generally more expensive, also has no explicit text based anti-discrimination ordinances. That's not even getting into section 3.2, which seems to strip away state law remedies for discrimination entirely; if so, then even discrimination based on race or gender wouldn't be covered in any meaningful way at the state level.
