What is happening is that the X360 and the PS3 are lasting longer than usual, x360 is 6 years old and PS3 is 5 if I'm not mistaken; and there are no signs of future generation consoles, no announcements, no speculation, no nothing.
If PC games continue to advance as they can, X360 and PS3 will look too outdated. Sure it's common for PC games to be a little dumbed down when converted to console, but nowadays the difference would be too big.
PC games will only leap further when the next generation of consoles comes out, 'till then they are in a way limited as to how much they can offer without getting too much ahead of consoles.

While I agree graphics however, have nothing to do with story, gameplay nor the detail in which you present it. (Minecraft anyone?)
Point being is that we have arrived at the junction where PC gaming and console have the potential to mirror each other in both gameplay and content, the only difference would be the interface and not the content (Game-wise) There is nothing stopping TWI from being ported over with it's story, and complexity in the telling and the play mechanics itself. The only difference would be resolution/graphics and the interface. (Game-pads vs keyboards...But PCs have them as well so?..) The only reason there is a marked difference in content is usually because of marketing and publisher tampering..
