The developer decides the price and where a product is to be sold though. Common practice. EA decides what Star Wars Battlefront costs and where + how they sell it.
Beamdog only secured the rights to make new versions on those classic games from WOTC, that's it really. WOTC didn't task them with a job they themselves wanted done.
If WOTC had been the publisher, it might have been different. But guess what? They aren't.
