Considering that he's a time traveler, he could of time traveled and left a message to be delivered to Vincent so that he would know that everything is good. The TARDIS didn't explode and kill the only two people that Vincent considers a friend. Everyone knows the guy was fragile. Totally irresponsible of number 11.
