I am considering picking up Ark Fatalis today after finding that Obscure got pulled from GG when I planned on buying it.

If GOG actually has advance knowledge of it, and has the freedom to disclose that information under their contractual legal agreements then they will generally do so right away. They do not always have the freedom to do that however, nor do they always know a game is going to get pulled with advance notice. If a game publisher says "tomorrow the game gets pulled from your store" out of the blue, then they have to remove it by tomorrow and the earliest notice they can give is < 24 hours tops. The only way GOG could guarantee some kind of advance warning is to write it into the contracts with every single publisher out there, but even that might not work because a publisher themselves might have to yank a game because they've lost the rights to the game suddenly or some other legal reason has come up such as a court sanctioned injunction regarding an intellectual property dispute.

Most of these kind of things are often if not always under NDA or some other form of legal gag order also, so GOG or other companies may not even be at liberty to say a single word, before, during or after the fact. It's the nature of the legal system and the nature of the business ultimately.
Arx is probably still here because the contract they signed is still valid. Once that expires I am sure Bethesda will have Arx pulled, and hopefully GOG give some notice.
