Probably they don't. They try them on various sites (where there would be something to gain by gaining access), and sites which either didn't have two-step protection, or it is merely optional (like GOG.com), are their primary targets. No use to try them on sites where two-step verification is always enforced. Maybe these attempts will drop for GOG too when two-step dance will be enabled by default for all.

If you took the world map on the wall and threw a dart at it blindfolded, most probably it would hit Russia, just at Putin's forehead. That's how big it is (Putin's forehead).

Steam and Humble are enforcing two-step verification, so the hackers know they'd be mostly just hitting their head on a brick wall if they tried to get into them.

GOG might become just as uninteresting target (for account hacks) after GOG has enabled two-step verification for all, also for the thousands of less active accounts.
