Same issues as everyone else... getting around 800KB/s with 1.1MB/s max (Gigabit internet). Switching limits on/off doesn't seem to do much. Unfortunately, I'm downloading the entire Cyperpunk game, which I'm assuming doesn't include the patches. Yikes!
I've tried changing the download speed cap in the client like others have suggested and am seeing no change in speed. It occasionally spikes to 5MB/s but mostly it's in the 0.3 to .5 range. No other programs or services on my computer seem to be having this issue.

Starting in on some traceroutes, I'm seeing some cracked out paths. Some of it is Comcast, some of it is that I seem to be routing through Canada. I'm in Florida.

I mean, within the Comcast backbone, I seem to be going Texas -> Colorado -> Illinois -> first hop off of the Comcast network is in Canada (OVH Hosting).

I see a few different IP's (obviously, due to this being a content distribution thing), but most of the path's I've seen have been through Canada. Also seeing some evidence of asymmetrical pathing.

I see a boost in speed once I finally start hitting some of the akamai, edgecast, or hwcdn CDN's as it just routes from the comcast network in Texas and then out.

The direct download had me going out to a CDN in Canada as well.

Changed the max limit to 1.000 and am getting 50MB/s now.
I was also getting slow dl speeds and I found Win 10 firewall didn't have Galaxy client as a trusted app but I also tried flipping the switch on cap bandwidth and not cap it and now I get fast dl again.

Not sure what fixed it but try switching bandwidth cap off and on and check your Win 10 firewall settings.
There's currently (and since a while) an issue with the input field of the GOG Galaxy settings.
To put it simple, the value is divided by 3 internally, hence a temporary solution is to put the desired value multiplied by 3.

So, if you want 10MB/s, you gotta enter 30MB/s in the setting.
This has nothing to do with people firewalls nor PC nor bandwidth. It's a simple error done by the app dev at some point. (Though people's firewall and bandwidth can affects the download speed, this bug is unrelated to it.)

So, let's say you got a slow 1MB/s connection (like I do) and want to only give GOG Galaxy half of your bandwidth, setting the bandwidth to 1500KB/s will make the app limited to an actual 500KB/s.

Note: Don't judge people's slow bandwidth. Some area in the world have some insane inflate in price for even average bandwidth.
I had the same problem with the dl speed .
My solution was connecting the GOG Galaxy account to Steam , after that the dl speed quickly changed from 0.6MB/sec to +36MB/sec .

OMG! I have 1000mb/s internet and get only 1-15 in GOG! OMG what a BS!!!!
Gigabit internet here in Ireland, too (Eir), and I'm getting a varied speed that ranges from 1mbps - 40mbps (megabits, not megabytes)

Thank you. This did it for me. At first I thought I am to dumb for GOG Galaxy but it is just a bug. After I multiplied the number with 3 I got my wished download speed. :)

So I did everything in this thread and it was locked at 0.5 to 1mb/s. I just disconnected the ethernet cable and on wifi I'm downloading with 6-10mb/s, which is still garbage, don't get me wrong, but at least it's not 0.5.
On every other launcher, like Origin, Battle.net, Rockstar, Steam, Uplay I download with 70+mb/s with peaks of over 100mb/s. You guys should get your stuff sorted, maybe hire competent devs to properly optimize your launcher. You can't expect people to pay big money for your games if it takes a month to download them. Really disappointed and if the wifi thing wouldn't be somewhat half acceptable I'd ask for refund.

Tried most solutions offered here, limited or unlimited bandwidth, download was varying between 2 and 20 MB/s using Galaxy 2.0.35.

Ended up downloading the files from the GOG website, getting consistent 100 MB/s, so the issue is definitely with the Galaxy client.
Guess GOG Galaxy ver. 2.0.35 made it all wrong. I remember getting full speed (about 100 MB/s) on previous versions, and after update it's around 1-2 MB/s, so it is definitely an error on client's side, not firewalls or antivirus.

GOG team, please, fix this!
Currently downloading Cyberpunk and my god, with a 0.2 mbs. download speed I don't think that I'm going to be able to play until next week, should have just bought from steam instead to be honest.
