Remaster refers to changing the quality of the sound or of the image, or both, of previously created recordings, either audiophonic, cinematic, or videographic.
Remastering a game means, accordingly, improving the visual quality: most often these are new textures in high resolution, sometimes more high-polygonal models, improving the engine (sometimes, up to completely new engine).
In this (BoD) case, none of this was done and we were honestly told that this is a re-release, not a remaster.
Yes, in today's game industry it's not uncommon for a game to be improved in terms of compatibility and re-released, calling it a remaster, but that's just misleading players. The meaning of the terms doesn't change because someone uses them incorrectly.
