Why does a game with such graphics have so high system requirement?

If I look at Hexen II, it had in 1997 much more detailed graphics than this, and for today very low hardware needs.

It's no longer necessary for games to be well-optimised these days, so nobody really bothers.

Whoa, that's quite a statement. Any dev that mentions these title names in the description must be very confident about their game... Even the mention of Ultima Underworld titlename, raises the bar of quality for me regarding a dungeon crawler. Hope this is the case with Barony!

Goodbye Gog quality control . Prepare for shovelware .
I own Barony on IGS and it is a decent roguelike with enough difficulty, depth, and variety to keep you occupied for a while. And it got tons of atmosphere and panic moments. If you are at all interested in the genre, you should give it a try. If the graphic style bothers you too much, then there’s nothing to be done about that, I guess.
