I wrote email to the support of both GOG and Larian Studios. They are not fixed my problem yet.
Have you tried used the use the .exe from the game folder? It's weird, maybe is something from the latest version, I have to download the game again to test it, but we will solve it friend.
It will take some time because my internet is slow as f***.

EDIT: Larian has a Discord server, already send a message to a friend to ask in the forum of somebody has the same problem.

Do you have galaxy installed? If so there are links even within offline installers which will link up to a galaxy install. I know there are issues with D:OS (1 or 2 can’t remember, a serious bug in the current version of the installer). However if you don’t have galaxy installed at all, and you run from the offline installer, it should just be a matter of clicking the desktop icon. Post a screenshot of what happens after you do that, might clear things up. Unfortunately GOGs standpoint t is to push galaxy as much as possible.

The support replies that maybe my windows version is too old, and recommends me to update windows and re-install again. And now it is able to run at offline.

druid0214: Things are easy to say: I need play offline singleplayer game without any network based Lisence. This is the reason I bought game on GOG instead of Steam. However, GOG need network based Lisence to play offline singleplayer game now. Then, Why not buy games on Steam and usually has more discount?

I just finishing testing the game and was woking fine, came here to comment and it's already solve it :D
