sariaen: Steam is DRM in itself. You need Steam software to launch the game. To each his own to be honest. I would suggest getting this type of a game DRM free. Worth it.
You don't need Steam to launch Witcher 3 after the download. Just copy the files to a different location on your PC or any other PC you want. You can launch it without Steam because it is a drm free game (on Steam too).
Steam is nothing then a downloader for this game (like Galaxy or the GOG Downloader).

you most likely bought nvidia promo key, no idea what "instant gaming" is, probably, another shady marketplace for regional/scum/promo keys. Oh and theese promo keys are not for sale..
but you can try to activate in on nvidia witcher3 promo page here. if it still works.
