You need to narrow you perceptions of the word 'cheat'... cheat implies an unfair deception... however in this particular case where no provisions are made for storage, which in itself under your terms would be a cheat by the devs (really no hidden barrels anywhere... hidden places under a bush?) it merely removes an unfair and unreasonable restriction.
So changing the game, yes... cheating, no.
mcv: You change the rules of the game to your benefit. How is that not cheating? Of course it's a game without an opponent, so nobody is really harmed by it. You're only cheating yourself, just as when you're using a god mod, which I suppose you could also justify if you consider the game unreasonably hard.
I don't see it as cheating... merely removing a ridiculous restriction. Not so much the carry weight, but the lack of external storage. Everyone else in the game has drawers, cabinets, bags and chests... why not the player? I've seen some folks say it's "unrealistic" to use this mod and carry around enough crap to fill a 40 foot container, but seriously, is using it any more unrealistic than what you
can carry without using it? Picture what your character would look like with all those crafting and alchemy ingredients hanging off him, and all the swords and armour you can find on a quest... Also, how is it even remotely realistic to
not be able to use a stash somewhere, or to fashion one out of something?
