Still, keep in mind that this is not a AAA venture. The 11 hour Dreamfall probably had double the budget of 20+ hour Chapters. And voicovers are extremely expensive, that's why Chapters uses comparatively few voice actors for many roles (same voice actors for e.g. Zelenka/Vamon or Enu/Hanna or Adala/Shepherd). Finding child voice actors isn't just expensive, it's also very, very difficult. Bip sounds really great, in my opinion, but Bip is safely within the 400+ spoken lines vicinity.
Finding yet another child voice actress that sounds younger than Bip, and that for a single interlude with just about 30 lines of text? Really not worth the effort. I'm not certain of course, but I think they indeed went with Ragnar Tørnquist's daughter, who is just about seven years old. I think she did a marvelous job, considering the circumstances. And the money they save here will be put to very good use elsewhere – improvisation and working with the assets at hand, that is the mark of the surviving indie developer.
And it really seems like you'll never see or hear anything of seven year old Saga again, judging from the narrative structure of Chapters. So, chalk it up as minor annoyance...
