A poster on the Steam forums claims GOG owners will get a free upgrade, but I can't find the official facebook page he speaks of, let alone the post:

It’s been a while that we didn’t share about the status of Outcast's development. Now time has came to share some news with you.

I will not enter into the details of our roadmap today but one of our short term goal was to cleanup, enhance and publish the original voxel version of the game. We found that it was a required step before communicating again on the HD version or a possible follow up. Thus,we put our hand on the 15 year’s old code to build an enhanced version called “Outcast 1.1”.

Outcast 1.1 has been recompiled from the original source code. It still using the original voxel technology but it comes with following enhancements: the voxel rendering is now multithreaded for higher performance, the software meshes benefit of bilinear filtering, part of the HUD have been redesigned, skies have been painted in high-resolution, it natively supports Xbox pad, it includes a user friendly Controller configurator, it works properly on various resolutions, up to 1080p, it works in fullscreen or windowed, it features a new launcher, and a significant number of bugs fixed.

We are happy to announce that Outcast 1.1 will be also available on Steam including support of Cloud Storage,Trading Cards and Original Soundtrack DLC. If we have a positive response of the community, Stats and Achievements will be added.

Outcast 1.1 will be available Thursday 18th December at about 10am PST (8pm for Paris) on Steam, Gog and Zoom at a suggested retail price of $5.99.

We hope that this release will contribute to help us to achieve our next goal (we’ll share more on this later).

Actually that post makes it sound like this will be a separate release, no free patch.

edit: scratch that, dev already answered in steam forums confirming the gog version will be updated :P

I also received the newsletter saying that GOG will be included... and saw on steam. Since I did support the Kickstarter, I think I'm going to grab it on Steam as well... show my support. :)
I'm sitting and waiting for the GOG update. :)

Hmmm. Might actually get around to giving the game another try... for the fifth time or so. I will spare everyone a repetition of my fiery hate for this game.

Downloaded and installed.

Runs faster, looks better. Gamepad controls are great.

The developer said that the point of this release was to introduce the game to a new audience and these changes are exactly what is needed for that to happen--especially the gamepad controls.

Actually the new controls are the most important part--the game controlled well back in the day but now it doesn't adhere to modern conventions at all. The new controls are quite comfortable and accessible to audiences both old and new.
Just a quick heads-up: I'm on Win8.1 and if the game crashes shortly before loading is done, switch the executable's "Compatibility-Mode" to Win98/Me or Windows 8 (for me only the former works, but some people got it running setting it to the latter as well).

Also don't go overboard with the resolution - I got an Intel i7 4790 and 1080p is sub-30 FPS ;)
