Yes, bugs reported. I've been playing NMS for a few years now and am familiar with the process. Definitely a good tip for new players, though. :)

I started a brand new game just to see if there would be any changes. One the plus side, there were creature spawns, but when I finally built a terrain modifyer and tried to get copper ore for the next part of the tutorial, I did not receive any ore. That is NOT good...

;) excellent, good to see someone else thinking to try out what Hellogames may not have had time to, with the focus being on not upsetting ongoing game saves, maybe a brand new game start will shake loose some unintended consequences of the update. Sounds like you found a good one already.
I am nearly at the stage where I am going to start a new game too for the same purpose. Already found a load of old issues which have not yet been addressed (just in case they stealth fixed some issues), but I guess by now those are on the long term back burner so kind of giving up hope they will be fixed in the near future, reported them often enough anyway, nothing else we can do really.

I found out that the terrain manipulator/ore mining bug is ONLY in the experimental branch. I had forgotten I had turned on beta. So, I turned that off, reverted to the public version and all is well again with mining.

Looks like your issue is getting a fix already :)
