I just made the mind arc to bring to Artemis but the game tells me to use a station teleport to get them but whenever I try using it it tells me to teleport to my base yet when I teleport to my base it tells me to go back to the same space station I was at

Launch into space, make sure the mission is activated in your Log, and then check for the quest marker to appear. If it doesn't, you might need to activate your ships scanner to have the game mark a Holo-Terminus as quest target.

I have the mission activated in my log and I do have a quest marker but that marker leads me to a station teleport and when I use it and get the option to teleport to other space stations or my base the marker appears next to the base option and when I teleport to my base the marker reappears at the station teleport that I just traveled through

Have you considered trying to temporarily join another players game in order to be able to relocate the mission ? If you're
on Survival, we could give that a try (backup your save).

I had the same issue a while back. In the end it seemed to resolve itself.

Rather than try and fix the problem I simply started following a different story thread, and a while later I noticed that the teleport 'loop' had cleared.

I don't recall doing anything special, but I did head away from the system where the mission was active by a few jumps and the mission finally reset itself to be in my new local system.

Sorry that I can't give you a recipe to follow.

EDIT - There's a fix coming in the next patch - currently (01 Oct 2019) in the dev branch.

Use the option restart the mission, it solved my problem with the mission.

Release notes for experimental 27/9 expressly are fixing the Mind Arc mission removing the 'loop with the waypoint'.
