In the dos version, there is too mouse acceleration to deem playable. I've tried different resolutions, static cycles, and such but no success. I've also did an extensive search but could not fine anything. Am I the only one with this problem? I would like some help fixing this issue.
Do you mean the mouse control during the entire game is problematic or specifically during scrolling in combat?

zarakon says he has a fix for the scrolling speed involving the cpu settings - I've not tried his settings per se, but like you I could get no better behavior from scrolling by altering the cycles when I tried it. So during battle, I just place the cursor using the minimap ... or scroll very carefully. :)

However, if your mouse control is always off, I'm not sure if that is the same problem or if the above will help you especially since you already the cycle solution. But maybe his value will help.

P.S. Just in case you weren't aware, you can also mark your post as a question needing to be solved when making a post and the post will light up as a different color and give you the option to mark the thread as solved if/when you get an answer by marking said post. You don't have to use [Problem]. :)
During the entire game it's a problem. I despise any mouse acceleration, it makes mouse movement and precision insufferable. I tried those setting in the link, but it doesn't fix the acceleration. The windows version, PirateNeilsouth's thread, however, does not have this problem, but it has other issues that are more of a problem.

I just skimmed over the option and post before looking at it again

What problems are you experiencing with the Windows version?

EDIT: Are you sure you don't have mouse acceleration turned on by accident in Windows? I did a quick Google search and some people noted that DOSBox acted weird if mouse acceleration was turned on and that DOSBox prefers it to be off.

In particular:

Do any of your other DOSBox games misbehave?

EDIT #2: Though this may not help your issue of mouse acceleration, you can change the mouse sensitivity in DOSBox under: [sdl]

I have the mouse accel turned off in the windows mouse settings. I play dungeon keeper through dosbox and havent had this issue at all. Other dosbox run games i dont use a mouse. This isn't really a huge problem, i can play the game , i just would prefer there to be no acceleration at all.

For the windows version, anything with a text box and the tax rate box, freezes the mouse cursor, not a big deal, just im sure there's a key binding for adjusting tax rates

hmpf ... sorry, can't help beyond the suggestions given :( - best of luck, I hope you can enjoy the great game regardless! ... or that someone more knowledgeable than I helps you :)
Thanks anyways, i don't think there's a solution, i've tried everything i can think of with the config files. I'm just going to have to get use to not making quick mouse movements.

But if anybody does know a solution, please fell free to share, as mouse acceleration is such a nuisance.
Do you have a gaming mouse? I have a Logitech G500 and during the game i would have difficulty clicking or getting the mouse to a certain point. Felt like it was lurching all over the place. I went into my mouse control and found a option for "Use OS native drivers for pointer speed and acceleration". As soon as i unchecked it, Moo2 started working perfectly.
I am also annoyed by this in MoO2 on Mac. When you move the mouse slowly the cursor becomes sluggish and slows far too much. There is a mouse-drag curve that scales down the cursor speed exponentially with the actual mouse movement.

It's a pain and makes me tense while playing. I reach for something and the mouse falls several pixels short of the target. Then I have to re-reach and sometimes over-shoot. It's not something I'm just "going to get used to".
This mouse acceleration issue ruins the game for me. I'm using Windows 7, and the system's "enhance pointer precision" mouse option is disabled in the control panel. MOO2 is the only application which has mouse acceleration. My mouse is an Anker 98AN5000-BA. The game version is 1.40b23. The installation file was downloaded using the GOG.com downloader and is named setup_master_of_orion12_2.0.0.16.exe.
i too cant enjoy the game becuase of this issue.
Not really a workaround, nor a solution, but I find that if you play in windowed mode rather than full screen, the mouse cursor adheres to the OS' cursor position. Both on Windows and OS X.

But yes, if there's a good solution for the mouse to behave just nicely while running the game full-screen in Dosbox, I'd love to know as well.
I found a solution to this mouse acceleration problem, at least for me.

Setting autolock to false helped.
FIXED mouse ACCELERATION issue by changing mouse pointer SPEED in Windows Control Panel from 5 back to the default value of 6. Any setting other than 6 forces the system to perform additional calculations, which are evidently adding mouse acceleration.

This fixed it for me too. By setting autolock = false and the mouse sensitivity at 100, you get just the same behavior as your regular mouse. The mouse will go over the window border, but that's completely fine for me.
