I was experincing the same issues. My gpu is a gtx 1070 so I knew it's not a resource issue. Just like 99% of the people in this thread. The problem is your rig is rendering at too high a frame rate. So actually its an over performance issue, your standard mouse movement is being feed to 300+ frames a second. You can't move the mouse that fast. Or you could think about it as slow motion. The more frames per second you take for a set period of time the slower the movie looks or in our case the slower the mouse moves. So for the fix.
For NVIDIA gpu's you need to download the NVIDIA inspector. When you run it you will see a field with some generic profile name in it at the top of the application. Right click in there and type "Giant Citizen" and it willfi fill out the rest. Make sure you pick .exe and not demo. That will be your giants profile.
Then go to fps limit , wich is set to 'no'and set it to 60 via the drop down...apply changes with the green button at the top and play the game. Mouse problem solved. When your done close out inspector or return to the generic profile and its all good.
MSI rigs have an app called afterburner Iimagine its very similar.
