What's this going to be based on?

They've been spouting that for a couple of years now. It will be abused. Not to get free games as much as to deny others the chance, if nothing else.

I'm fairly sure this wouldn't even be legal, at least in some countries. It's a form of discrimination.

An interesting idea, and if it could cut down on the amount of trolls who play loud music through TF2's voice com system, then I'm all for it.
But how will it be implemented?

Well, that's the whole point of a discrimination prevention law. It can't target specific groups of people, so it just has to say something like 'the price must be the same for all customers, unless the seller can justify that it costs more to provide the goods to some clients'. At least that's my understanding of it, I'm no lawyer.

I appreciate that they're trying to do something about the Dota community (which I'd say is among the worst communities on the internet), but I don't think this is the right way to do it.

They've spammed so many beta keys already... and they expect not to have kids & trolls... The EU server is full with russians mainly... and they don't even speak english...
