That's why you create a private group on steam/private forum/etc. Also you can put your terms in the description an you don't have to give your game to the winner if he's not a member of your your forum/group.

That i didnt know, I had a scan over the info on the site and it came across as "we randomly choose the winner deal with it"

Yes, but it's up to you if you send a game or not. And if it's a private giveaway it's your rules as well.

You just need to know the link.

You create a giveaway and set it to private. Then you can send it to whoever you want. It's just a regular giveaway and the only difference is you cannot see it on the main page. Also to protect your giveaway you can post the link as an image, post only the code (q9152 instead of http://www.steamgifts.com/giveaway/q9152/hitman-blood-money). The important thing is to put the rules in the description (like I did in mine for gog).
