Can someone tell me what / why a transaction would be under review? I bought 3 separate Gifts and on the 3rd it says the transaction is under review. This is the first time I have ever bought anything from Steam (not impressed)

Also - in the e-mail from the first two gifts there is no code - I thought they would e-mail me a code but only a link. If I click the link do I get a code? I have seen many codes here so I am wondering before I claim the game for myself by mistake.

On steam you purchase gifts that sit in your "inventory" that you can gift directly via your steam friends or via email (they tend not to give a code).
perhaps your third purchase has to do with your bank flagging the transactions? - Several small transactions in a short amount of time may wave the scame flag for some banks - particularly if its a new service youre using.

I'm not sure why your transaction is under review. Perhaps they flag new accounts with multiple purchases in a short amount of time or something.

Regarding the gifts, they are stored in your Steam inventory. The emails contain links that recipients can click in order to add the games to their accounts. If you do not own the game and click the link yourself, it will be added to your account.

Otherwise, gifts are typically delivered by email or sending directly to Steam friends via the inventory. Steam gifts don't have codes or keys like you get from bundles or authorized key sellers.
Steam doesn't give keys, the keys are from outside stores...
If the purchase was made with Credit Card (or debit), perhaps it's still waiting for approval on the 3rd one?
So I guess the Steam Codes that I see given away here must be from Bundles... Not from Purchasing the game as a gift from Steam? I didn't know that. If that is true - thanks for clearing that up.

One other question - Since they are not giving codes I should have bought them all in one transaction and then I could have gifted them individually from my inventory? I just didn't want one code for all the games.

Mostly bundles, but also from stores that sell Steam games (GG, Amazon etc)

It depends, if you buy a bundle (like Half-Life complete, or bundles from developers/publishers) you'll get a single gift.

but if it shows as different items in your cart, yes you can gift them individually.

Keys can be from various sources (Amazon, bundles, developer, etc), but gifts only come from Steam itself, from what I know.

No - Only buying some gifts from Steam to Gift as part of My Year Long Birthday Giveaway - I only use GOG and Gamersgate myself unless it is a Steam Required Game like Fallout or Skyrim that I purchase Retail.

Greenmangaming generate Steam codes for many of their games; it's a good way to buy Steam codes without buying bundles.

That's likely it, if you aren't buying games for yourself, and you've bought several gifts over a short period, Valve is probably reviewing to make sure you're not scamming them.

Yeah thats pretty much was what I was getting at - though as others have mentioned, GreemnManGaming, Gamersgate and other online sellers will provide a steam key for gifting (sometimes at better prices than anywhere else!).

Steam doesnt do a "grouped" key like gog either - so each game is individual, unless its a bundle deal they do (just cause collection for example) at which point, any games already owned are nullified and the key dies after activation
Thanks for all the help - now I hope the transaction clears so I can finish buying those ID Games before the sale ends.

Like several other sites, Valve will flag any account that makes several purchases in quick succession or throughout the day. Gamersgate also do this if make a certain number of separate purchases over a 24 hour period. With Valve, I think it's more how quickly you make separate purchases, not how many you make in 24 hours which can trigger reviews/purchasing lockouts.

You may as well contact Steam support. I find that when it comes to you trying to give them money, they not only reply faster, but tend to be far more helpful.
