I will ask our payment service provider about this, just in case, but from I could look up, you used a completely different card in October. That card was issued by a different bank than the ones you use now, so it's possible that while the previous bank didn't charge extra for international payments, these do. I will get back to you in case the issue originated on our end, but at first glance it doesn't look that way.
The best way to avoid extra charges is to use PayPal, by sending funds to a PayPal account beforehand. I honestly don't know if using a credit card through PayPal will let you avoid such charges, though. It's possible, but it's still a credit card payment, and is therefore subject to all sorts of limitations specific to that payment method.

Something I always wanted to know. What is actually preferable from your end? What has the least costs associated for your guys?

Because I can use either PP or my CC. I haven't been using my CC recently simply because paypal is easier to do. But if they charge you more, I could go back on using my CC.

I've always used Paypal to buy from GOG, via automatic transfer from my debit card since I don't keep a balance in my Paypal account. I have never been charged any kind of fee.

If you're talking about the XXXX card or the XXX Credit Union card, then I know I hadn't used them here recently, but I'm reasonably sure (though admit my memory is bad and I'm not 100% sure) that I'd used them here before (remember, I've purchasing here since 2008). And I know for a fact that I never got hit with a Foriegn Transaction Fee before on any of my purchases and then suddenly my last three I get hit with it. The XXXXX card I kNOW I've used here before because I happen to have had an old statement here on my desk and see I've used that one before.

I've never used PayPal here, I do know that because I've never used PayPal before, anywhere.

But to test it again, I'm going to make another purchase (lol) and see if I get hit with it again. And this time I will use the XXXXX one again since I've got a statement right here in front of me showing no Transaction Fee before.

EDITED: Ugh, I edited out the names of the banks because I'm not sure what too much information is on these here toobz. Didn't think saying the name of the issuer would matter but then thought about and thought I'm not sure so to be better safe than sorry I edited them out.

Long story short, I'm going to make another purchase today with a card that I happen to have an old statement laying right here on my desk showing no transaction fee before and see what happens.
