Yes, that was my experience using it with official and then unofficial drivers on the Windows PC it's supposed to work on. I think it was the same on my friend's 360, but it's been to long to be certain. I had to get another gamepad for my PC to get all 8 directions. I've heard other people comment to the same effect.
