On a serious note you could open up ini-files and see what you can change. Be prepared to make the game look really bad so I would probably put in the new-computer-backlog.

That's serious business. I wonder how it looks.
FYI, for the untrained eye higher FPS != always better. A stable FPS gives a much smoother experience. That's why VSync is awesome, not just because of elimination of tearing but because it limits the framerates, making it stable and constant rather than fluctuating.
The game also does this really strange thing. It slows down then speeds up sometimes. This tells me, COD WAW doesn't know how to work with my CPU.
