Actually, I didn't. I recorded that movie off TV recently, and came across that frame when I edited out the ads.
That film was surprisingly popular here (under the title Karate Tiger), and there are several different movies that were renamed to appear as sequels to it, such as the Van Damme movie Kickboxer, which was originally released as "Karate Tiger 3: The Kickboxer" here.
