Must admit I'm pulling a blank but the screenshot reminds me of an old Amiga game called Locomotion, wherein you had to get trains to their target by switching the switch stations as they came by because usually you'd have way too many trains on screen to go the direct route.

That's somewhat close, although the game I posted is for DOS. They were released the same year (that what the metahint was about).
Not sure if it helps, but for completeness I should mention that there was a german release a year after the english one.
