GR00T: I'm currently playing it and have been for some time - and quite liking it. I'm roaming the Commonwealth though and not really spending a lot of time on settlement building and maintenance as I find that a bit tedious. I do have about 85 mods installed though, so that certainly helps in my enjoyment of the game.
Certainly not the best game in the franchise, but not really a lot different from Fallout 3 as far as quality of Fallout games go, IMO. I quite enjoyed Fallout 3 though.
Me too. Fallout 3 was a decent game. It got few good stories to tell and nice world to explore - generally everything I expect from Bethesdas game.
About mods - I run like 10 mods at the time. Probably half of them only to make weather more immersive and nights/interiors darker. Rest are for weapons/armors (and bugfixes because it's Bethesda). I didn't feel like F4 needs to be modded to be enjoyable. Gameplay-wise it's a good game, but it lacks that "something" you can find in older Fallouts or even their own games like Skyrim.
