Mark down the game of the year edition by a lot.
Do NOT discount the expansion pass at all.
Discount the expansions if bought separately but significantly less than the GOTY edition.

Also, don't offer a way for owners of the original edition to upgrade to GOTY. But there's a wishlist thread for that already.
I pre-ordered the game August 2014, I knew in time the price would drop, but I was happy to pay £50 [got £9 store credits and Neverwinter Nights]

You could have waited for a price drop, as for the GOTY edition, it doesn't add any new content to my knowledge

You sit there innocently in front of your computer and BANG, suddenly out of nowhere there`s an Insomnia Sale.
One week without sleep, and you don`t know how to do this. If you would know ahead, you could tell your boss, that you need a free week. But if it comes from out of nowhere, your only chance is to find a good doctor!!!

I got the GOTY edition during the recent previous sale. It's cheaper now during this sale. Am I upset that I paid more a few weeks ago? Not really. I've gotten plenty of other goodies for cheap as well as freebies from GOG, so it all balances out. Also, I'm glad to have this great game.
You buy early you pay more. Hold the presses, this discovery will change the world of video game distribution forever!

I think the OP's issue is not so much that the game is cheaper now for late buyers, but that original buyers have to pay higher prices for the DLCs they're still missing than those who get the whole package with GOTY edition. Similar to Borderlands 2 maybe, where if you already own the regular edition, it's cheaper to re-buy the GOTY edition including the stuff you already paid for than to separately buy the stuff included in it that you're still missing. I haven't checked how Witcher 3 handles this, but I can understand the frustration of buying early only to be treated worse (e.g. no GOTY upgrade offers for early buyers, lower discounts on separate DLCs than on GOTY edition including them etc.).

If that's the case, then re-buy the GOTY edition instead of whining. I just don't see a problem here.

Games and games expansions and editions go on sale, it's a matter of fact and nothing new. No need to get upset about it. If you want it cheap, wait for the sale. If you want to spend extra, then don't wait, and don't whine when there's a sale..

The two DLCs are still 25% cheaper than the GOTY edition (22,50 EUR vs. 30 EUR).

The only issue I see here personally is that the Season Pass is not discounted and thus more expensive than the two DLCs by themselves. But that's a matter of convenience, nothing more...

True, I should have checked before posting. So it's different than the Borderlands 2 case.
The screwiness of pricing for add-ons, eventually combining add-ons into the 'definitive version', and how it all works out during sales... yeah, pretty much keeps me from buying new stuff until it's no longer new.

I understand the OPs frustration, but this isn't anything new with the industry. The only solutions: suck it up, buttercup, or wait for the GOTY editions. Neither is completely satisfying for those who like to buy games at release time.
