I wonder of PSC was having some kind of colossal technical fault.
Likely something like that.

I'm an "American" (born and raised in the USA - retired now), and I'm patient and don't have unrealistic expectations for an online site. In fact, I've had on a couple occasion the need to use "support" here on the site, and in each case I was patient (each case having to do with money).

Also, I've successfully used paysafecard here on this site. A blanket "don't recommend" seems off-base.

On topic: Maybe look into getting a different credit card. When I first started buying from GOG (years ago - when they first opened), I had to have conversation with the card-issuer re "Cypress and fraud and stuff" on a couple of occasions, and they were/are able to allow my to continue to purchase from GOG without having to choose to be "wide open" for actual fraud for some period. Might be worth a shot.
