That looks a bit strange to me. Why is there a new DLC version for Mac but not for Windows?

That's the usual practice. Whenever a main Mac installer changes for some game, the DLC installers also change, even if there is no DLC content change. I believe it's some compatibility requirement that afflicts only Mac, not the other OSs.
