I investigated qute a bit about that (Because in my country the AoC varies from state to stae, but in my state is 12) and I found out that depends from prefectures. But in Tokyo for example it is 13 because they follow the federal law. Thet thing is, there are restrictions, for example it requres parental approval, etc.
Also, I don't know who would be against the sexual attitude of Japan. Strangely, Japan is one of the coutries with less sexual abuse cases, specially including children. Some Japanese artists atribute that to the fact that drawn porn and sex dolls are an anything goes market, so most people buy that stuff in stead of having accumulated sexual tensions.
Also Japan has a neutral stance toward different sexual orientations. The only period whe Japan showed actual aversion toward homosexuals was during the Meiji period when they adopted many Western tradiions.
The thing is, Japan might not be strict on the mattters of sex and sexuality, but until now that has proven to be actually benefical to them.

I was talking with a coworker (female by the way) about this, and I told her that it all seemed fishy. I mean, of course, we focus on the whole thing about feminism and video games. But looking at the big picture, under the claim of protecting women and girls from cyber violence governments could even censor criticism toward them or political figures. And that is what I told her, they want to use that as an excuse to censor the internet. She said that she found the claims of the UN absurd. First of all, equating cyber bullying with physical violence is absurd. And second, there is no gender for victims of "cyber violence" as she pointed, people in general are rude on the internet, regardless of gender. But you can just press the ignore button and move on.
