It's essentially the same brand of crap that harrasment is these days.
In Australia literally anything you don't like being said or done to you constitutes harassment.
I mean I could probably take a cop to court if it was the second time that particular one pulled me over and asked for my licence.
I wouldn't get far 'soveriegn citizen' and all; but it would at least go to preliminary hearing; which in itself would then be a basis for a counter harassment claim.
We apparently love vaguely termed laws in australia though; it allows our government to rule towards an anglo/christian centric legal base that shoehorns regressive tendency into our supposed multicultural nation so that other cultures essentially are constantly harrassed into conforming with our cultural dinosuars.

My point is what I said: it's their forum, they can do whatever they want. And I am saying this as somebody who got screwed over by overzealous moderation.
