Xoanon: Wow, no one here has played Saints Row 4.
Haha, I did but it didn't seem fair to mention it.

On the other hand, anyone who has played Mass Effect should appreciate its take on romances.

Not your average rpg... :P
What's with this and romance? Can you explain, please ?!

It's one of those cases where someone thinks romance = a sex scene

Aturuxo: ..., or even become a pornstr in Reno.
Now isn't that romantic! :-P

to be fair it is really an action game with rpg elements, but it does have romance options.

more like pre-sex scenes

Coelocanth: If memory serves, there are romance options in Planescape:torment as well.
Indeed PS:T is very romantic in the regard that all love has to remain unfullfilled...

[spoiler]
One girl will literally burn (to death) when becoming "hot", the other one will kill you with a kiss...

markrichardb: Oh wait, I've got some! The shotgun wedding in Fallout 2. Male or female, you can be forced to marry the son or daughter of some farmer, and they tag along with you for the rest of the adventure generally being useless and boring... yeah. It would be nice if there was more conversation and they could handle a fight, a husband and wife team roaming the wasteland would kick serious bum.
avatar
Aturuxo: That's not the only chance for 'romance' in Fallout 2, you can also seduce a druglord's wife (and maybe his son too, iirc), or even become a pornstr in Reno.
Well, at least you didn’t mention the rape scene.
Oh damnit.

markrichardb: ...
Ok how about Expeditions: Conquistador. Again you can play male or female, and there's a bunch of romancable characters. Not quite the depth of a Bioware RPG because its a smaller Indi game, but they're there.

Rinu: Wow, I didn't have the slightest idea. I guess I was too busy dying in wildness :D. Should have resume it from backlog one day.
Well I highly recommend it, Expeditions: Conquistador might just be my favourite game on the citade- I mean GoG.

It was parodying Bioware romances where talking a character into bed is too often the endgame of a relationship. Saint’s Row dispensed with the pretence and distilled it down to a simple ‘click here for sex.’ Funny stuff.

Ever tried that Saints Row 4 romance in co-op mode? Silly stuff happens.
(Wouldn't really call this a spoiler per se, but perhaps some would do. This is Asha's "romance")

Could also pimp them out to various NPC's or outright sell them to slavers for cash. Ah, true love...
What about The Sims,it's partially RPG...
Fable series
The Elder Scrolls series
I've tried to find some good RPGS with romance options as well, but there aren't many of them around. As others have said, Winter Wolves have 'Loren the Amazon Princess' which is an RPG/visual novel blend with romance options. You might try branching out to visual novels, those tend to have romance. 'Cinders' by MoaCube is one I can definitely recommend. 'Magical Diary' by Hanako was also amusing, it's somewhat over the top but also rather self-aware, so it doesn't take itself too seriously.

EDIT: Oh yeah, there are also a few 'Choice of' games on Steam now if you don't mind text-based/choose your own adventure games, those usually have romance.

Avadon 2 supposedly has a romance option if you play your cards right.
Seasons Of the Wolf is the most RPG-ish of Winter Wolves games:

You can always try the Witcher Series. Baldur's Gate 2... Sid Meier's Pirate Remake (2004)... Etc.
