I think you may become a pirate.

You just want to save the $50 (even less if you had bought TW3 GOTY during the last sale). Since you probably spent at least $500+ for a new GPU, CPU, ... that probably means you have the money and just don't want to part with it. No difference to the ordinary pirate if you ask me.

You could of course write CDPR and state that you already have the PS4 version and if maybe they can give you the PC version for only $20. Maybe they agree or maybe not. Ask them not us.

Hmmm you know I've asked myself this same question before.

I'm going to be honest. You already own the game, so acquiring it to use on another system I don't see as a problem.

However... I'd say if the game goes on sale at a price you feel you can buy it for PC, I'd say get it.

But that's my 2¢ on it. I have to be really frugal most of the time it seems; So if that means purchasing the game legally at a later date, then that's how it goes.

To note... When I worked at Fred Meyers and was much poorer, I think my lunches cost me $2.25, namely some bread, some soymilk and an avocado. Foregoing a few 'coffees' doesn't always work, especially when you can't afford those coffees to begin with. Even if you can muster up enough to buy a machine to run the game(s) you want, it can be a big hit to buy anything.

You're in the US. The OP is in Russia, where computers (and cars of foreign make for that matter) are stupidly expensive and games are very much not. Yes, it's possible to have access to a powerful PC at work, or buy a used one from a rich friend for peanuts, or be a kid. In other cases, buying or upgrading to a W3-capable PC places a person in the class of people for whom $23 is an operating expenses margin of error. Which is not to say they live in luxury, just that the game is very cheap compared to their other expenses as it is. And it's going to be like $12 in two weeks anyway.

Oh and while I'm at that: "I already paid $150" is a bad argument. You got the statue! If I buy a $100k diamond ring off Amazon, I can't demand $99900 worth of additional goods for free just because a different ring can be had for $100.
I just remembered this informercial, where the industry with a straight face claimed that playing a video game without the proper licence was akin to car theft. I got the feeling that we at some degree have bought into this. I'm not saying that piracy is cool or anything - but I kinda think people are getting a wee bit too righteous here.

(Edit: Okay, that film was about movies, not games)
