The point there is rather that you can only link 1 account, you cannot disconnect that Steam account and then use another one, it's either that one or nothing once you connect.

Agreed that it's not likely that they did but it's understandable it's there, abuse will always happen if it's possible. At this point if a great game comes out and offers GOG connect you could arguably buy it on Steam, GOG connect it and then refund it on Steam. It's not likely anything will be done about it, at least at this stage because it'll just start adding negative rep to the system.
Doesn't mean they might not revoke your license later
