joveian: A quick search of the game's home page suggests the first thing to try is uncheck "Enable Post-Processing" from the settings application (or in-game settings since you can make it that far).
There is a file called HOW TO REPORT BUGS.txt in the game directory that has useful info and mentions a log.txt file in the save directory (Documents/Ostriv). The log.txt file might give a hint about what went wrong. It sounds like there are three developers (and self published) so the hardware they can test with is limited and there could easily be issues. I have a R9 390 GPU Windows 10 1803 and it works for me.
Check that you have the latest stable graphics drivers. Check if you have the latest Microsoft Visual C++ 2015-2019 Redistributable. If you have any single year version in the 2015-2019 range you will need to uninstall it (from the app list under settings) to be able to install the latest version from here:

If that doesn't work open the settings program (or in-game settings) and uncheck all the boxes, disable shadows and reflection, and set texture quality to "the lowest". If that works you can change settings individually to find out what causes the problem. If not you are likely SOL unless you send a bug report and the developer can fix it (or possibly if you wait a while and hope someone else reports it or it gets fixed accidently).
Well in my case i have many visual c and similar files, because Windoze from MickeySoft is a ' mess' and will always be 'messy' , it uses too many files : from the first Windoze till the last windoze 10 .
Windows 95 my first windoze ( older users know what names were used for the "fantastic" windows OS :D , users that started using windows recently might have missed the good old days of first windows :D
In one of my oldest topics i had some game(s) installing lot's of visual c and other M$ needed files, Mickeysoft always said there would be no need to remove the old files files.
Anyway i alwa'ys let it install , and if it messes things up i will uninstall the program/ game, write down the name of publisher/developers so i know that the next time some 'problems' might arise again.
