ET3D: First of all, I doubt that you can get all of them together for that price, although I'd be happy to be proven wrong. Secondly, it's not their job to realise that kind of thing for you, and it's not your job to tell them how to run their business. You don't like it, but some place else, simple as that. You can see the payments, but who exactly is paying the payments and jacking them up to those prices? Unless they say specifically who, it's anonymous.

People who are interested in the BTA or higher tiers? People who wish to drop a large amount of money for whatever reason? Gamers who enjoy games and like to spend what they consider proper cash? A few years back, when I was interested in a BTA tier, I would be rounding up to the nearest dollar. So for a $6.15 BTA, I would be paying $7.00 with no regrets. Yes, that does mean that I was responsible for jacking up the BTA price, even if by a tiny bit.

...90% of which are so bad that the term "shovelware" is too kind. Groupees conveniently often forgets to mention in its advertising that most of the games marked "DRM-free" in its bundles are alpha demos, and that the final game only sees a Steam release at the end, if the game ever gets completed. Many of the games are hastily put-together GameMaker or Unity projects, tacky visual novels or bland RPG Maker projects. The fact that they even expect them to be worth money is an affront in its own right.
Another 9% (usually Bundle Stars) are Steam-only.
The 1% is the good bundle that HIB on a very rare basis nowadays.

I bought the first tier for 0.02 cents worth of bitcoin. The second tier of the bundle is mainly held afoot by just Skullgirls. And as far as I'm concerned, I'm having tons of fighting games. King of Fighters XIII, Vanguard Princess, Street Fighter IV, the first two on Steam and the last one's on PC, and King of Fighters '98 on Android.
Skullgirls is a fighter game... so I got the bundle mainly for "Sir, you are being hunted". And perhaps Goodbye Deponia. But yeah. There's nothing going on for the second tier.

I'd say that the vast majority of games sold in bundles are Steam-only. Which for the vast majority of people is hardly a problem, so it certainly says nothing about the decline of bundles. As for the quality, I think you're exaggerating, and in general I think that the quality of games in bundles is representative of the quality of games on the market. So again, it's simply a result of bundles becoming a standard way to sell indie games.
