I am sure if you look at it in detail, it will make sense, but right now, I am somewhat puzzled by this.

Edit: Ah, I think I see the problem now. The german version was localized by TopWare Interactive and they probably hold the copyright for the german manual. They also didn't greenlight it to be released with the current version.
Once a company functions internationally they have to take under consideration every countries laws.

That's why, for example, some games are changed for the German market because German laws demand it.

That is why sometimes I think for games/other stuff done internationally one universal standard(the most free and fair for all, and agreed on by all countries) should be adopted.

I know it's more or less a pipe dream, but such a unification would help unite the world's nations more than we have now and do some good(such as possibly removing the need to check customs/laws everywhere one goes).....so for now, I dream and hope.
