No, it means as long as the NS is alive, and more than one other faction is alive, the game keeps going. Mafia wouldn't win if both NS and Town are still alive. See the first DSD.

PS: You really don't know Resistance? Imagine Mafia without night kills - everyone plays to the end. No player flips - you need prog analysis. Voting rounds are discrete and limited and two tiered (open simultaneous votes on team formation decided by maj + veto like mission pass or sabotage votes done anonymously) - ensuring there will be prog and flips to analyze. Add roles with limited info for extra awesome sauce.

Zork's mindset is alien to me... what a puzzle... that kind of thing is something you absolutely keep mum on. Plus it so made much more sense for him to try and play it straight with town then, just saying that if things changed further in the game with mislynches, he'd switch sides...
