It seems that you're using an outdated browser. Some things may not work as they should (or don't work at all).

PiteCZek: The errors are in Czech but they simply state that the application could not be launched properly and that by clicking OK the application will be closed
Czech is pretty similar to Polish :)

Anyways - it looks like some kind of security measure is preventing you from running those executables. Do you have any antivirus software installed that could be interfering?

If not - could find GalaxyCommunication.exe in C:\ProgramData\GOG.com\Galaxy\redists\, right click on it, select properties, and take a screenshot of the Permissions tab, like the one I attached?

I also tried older version of Galaxy I found on the internet - worked flawlessly but could not reach GOG servers

Permissions looks ok to me. Did you try installing Galaxy as administrator? 0xc0000022 used to be about permissions.. Any other 3rd party software running in background? Firewall perhaps?
Don't mean to go off topic, but why are the *.Bin files associated with VLC player?

Never used it, I use media player classic, just had a read, apparently it's a media file extension for VLC player

That's the way it work in windows, with extensions. Personally never seen any .bin media files..
Galaxy was installed with administrator privileges every time - I have windows defender disabled permanently and I tried disabling the windows firewall but it did not help
No clue to be honest.. Could you try previous version of Galaxy?

You may also check if you have all the necessary permissions to modify
HKEY_CURRENT_USER/Software/GOG.comGalaxyClient\
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\GOG.com\GalaxyClient\
registry keys, but I don't think that's the problem we have here..
