If I have wishlisted or notify me with things that is one thing but I don't want to have my alarm notifications wasted on new things I never ASKED for.
If this is some new weird AI suggestion thing you are implementing, kill it with prejudice. It is obnoxious and I want it nowhere near an alert. I have used AI search before and I largely consider it trash as the two times I hoped it would surprise me it didn't and one of the two times got it wrong.
You know, this makes me glad that I stopped shopping on GOG a while ago in a fitful protest. My not shopping is paying off dividends.
I agree it can be annoying.

But I suspect it is tied to a level of desperation by GOG.
Either that or someone trying to justify their job.
Or maybe it's just silliness.

That's all I have to say.
I admit to clicking on the bait and purchased XCOM 2 on sale for just a few bucks.

I learned some things for such a relatively low price:
1) I am not a fan of turn-based games.
2) It's difficult to get Mods to work with the game; some others aren't able to accomplish that feat with XCOM 2.
3) Never trust the reviews which insist Mods work with any particular game.
4) Never hover your mouse over click-bait.
5) Unsubscribe to notifications wherever possible.

I did not get that one, probably because I already have it.

But the few I have gotten, about three so far, were all new releases.

It's funny how it appears my behavior is being studied at times, but they haven't yet determined I rarely buy new releases, and and when I do it is all about price, and generally new release prices leave me cold.

I don't think that changes anything in this case (bell notifications).

After I received my first "bell ad" (for a game on my WL), I emptied my WL completely and also unsubscribed from all notifications (priorly I was subscribed for years to the "Promotions and Hot Deals").

Nevertheless - yesterday I received another (my second) "bell ad" - this time for "GoW" (a game that I had never on my WL, btw).

I could be wrong, of course (I hope, I am)...but going by my experiences so far, it doesn't look that way.

Other people are saying that turning off subscriptions stops the bell notifications.

Maybe you've been hit by the bug where unchecking the subscriptions checkboxes doesn't actually turn off subscriptions - it has led to people getting newsletters in the past when they had unsubscribed. You might have to turn them on and then turn them off again.

Four games for me now, advertised via the bell, and none of them are on my wishlist yet, so just new releases methinks.

Games don't go on my wishlist, in most cases, until they start to get more realistic in price ... sale price that is. So if a game is $40 AUD or more, it kind of doesn't exist for me. In fact I don't even read the blurb once I have seen a high sales price. It's how I avoid getting the desire to buy games that are too expensive .... ignorance is bliss.
