I think it is. It took me a bit of looking at it to realize, but it is a puzzle game. It isn't much more of a builder than Dorfromantik. The limited space is part of the puzzle and you are supposed to try to make the best use of the space you can with the random (and nonsensical) terraforming combinations you are given. The old web version is rather harsh; if you land in the wrong place you can't do anything. It looks like there have been a number of additions, but I think it is still very puzzle-focused.

I already have heard about that disease, but I always thought it only infects platformers and adventure games. :P

More seriously, I've tried the browser game, thanks for the link, Mr.Mumbles! When the core gameplay of the new release is similar to that web version it's not much of a strategy game. It's more of a puzzle game and quite luck based.

You are not entirely wrong with the term "disease". Far too many games try to imitate a pseudo-classical aesthetic and fail miserably, it's a bit like a disfigurating plague. Anyway, this game one does it the right way. :)
The game is a unique blend of management and puzzle genres, offering a neat and compact experience. Players will find themselves immersed in a challenging balancing act as they strive to meet the demands of both resources and colonists within the allotted turn limit.
