Haha... guess it's either that or Steampowered! Anyway, the barrel thing is a running joke in the Atelier series. They're mostly games but the one you linked is from its anime. They have a number of stuff revolving around barrels but the main thing is that their characters will always say "Barrel!" or a variation of that whenever they see one. It can be hard to get if you're not familiar with it.

Both options are available. It's got an English dub, and a Japanese dub with English subs (of course.) I watch it with the latter option, feels more natural to me.
