Because I want to play as a dragon not kill them.

Even though I've never played this game I've heard really good things about it and although I prefer my games first person, the idea of playing as a dragon sounds awesome to me. I know it takes a while before you have the ability, all I want to know is... is it worth the wait and effort?
Yes, it is worth the wait. Combat is ok to good (though you can not attack ground opponents) and just flying around is very good, IMNSHO.
However, with the Developer's Cut you do not have to wait until you reach the story point where you become a full dragon knight; you can transform into a dragon early in the game (that's what I'm looking forward to with the Developer Mode, but I'll also at least play around a bit with teleporting into normally inaccessible areas, etc).
The first act of the game you are on foot, but once you get the Dragon transformation it is truly exhilarating to play. I had dreams about it on occasion.

I saw the video of the developers cut, but I didn't quite understand it. Is it like a cheat codes or dev codes or something. Or is the whole game changed to what the developer wanted?

Also should I play the developers version first?

The Developer Mode is basically just access to cheat codes (but with an interface a little more user friendly that typing obscure abbreviations into a console window). You can either play DKS as normal, or start a different executable with the Developer Mode available (saves are compatible).

Seriously there's a crack for the free mod Black Mesa Source. You know something is wrong when people go through trouble to use free Steam software without Steam.

I did (at least what I understood your question to be). The Developer's Cut is DKS with an optional cheat menu, called Developer Mode.

This one is mostly just for messing around and having fun, not cheating to actually beat the game or anything.
As someone who cannot stand Elder Scrolls, I can say this is an amazing game. Elder Scrolls is all about the scenery, you have huge, vast, wonderfully detailed maps, but very little to actually do in them; really, you'll just be walking around most of the time, not actually doing anything in any of the 3D Elder Scrolls (including Elder Scrolls 2277 which shall never be a true Fallout game). Honestly, the game I find most comparable to isn't even an RPG at all, but rather an exercise game: youtu.be/oPnbtLckf_A This is literally what Elder Scrolls feels like to me.

This, on the other hand, is a proper RPG. The world is very populated, there's lots of interaction with NPCs, plenty of monsters to fight outside of cities, combat is enjoyable, characters are fleshed out, there's an actual plot going on (and a rather nice one at that), there's simply plenty to do in the world; it's not some empty, barren wasteland that's just there to artificially inflate the time it takes for you to finish the game, every inch of the landscape has an actual purpose.
They're both rpg's with dragons. But the execution is very different
I think Divinity 2 is better described as a modern Drakan with rpg elements than a Skyrim killer.

I vote for Drakan: Order of the Flame! Absolutely love it! :-)
I think calling it ' Divinity 2 Developers Cut' is really misleading since there is no new/explanded content added in, and its just DKS. Admitedly I enjoyed DKS (on Steam) and got the Antholgy right away on GoG and ended up feeling cheated to find out all Divinity 2 DC adds is easier cheating and not new content. Still I did not cancel my preorder or anything, and look forward to playing it again but I do still feel the title was very misleading but it is my fault for buying it right away and not bothering to look at what it was.

Though Skyrim is a fun game, but these are in different styles I think, Skyrim is way less story based then D2 and more focused on World Immersion.
