FZ09: So, just to put a concise post up, my basic specs are:
- Windows 10 (build 1607)
- GTX 1070 laptop
- 460.79 drivers

And I got this exception on startup:

Whilst running build 1607, I did a clean install of drivers and could not get rid of this exception.

I then did a completely clean install of Windows (in place upgrades tend to leave old stuff behind but are definitely easier) and did the following:

- Windows build 19042 (20H2)
- 460.79 drivers
- .NET 3.5 manual install from Windows source (not sure if required for this, but I needed it)
- All VC runtimes from 2005 to 2019
- DirectX installs from older versions (older games tend to need these)

And started up Cyberpunk 2077 with no issues.

I would imagine that this game requires a specific build of Windows and 1607 is too old, probably as others say, related to DX12.

The ability for this game to run on Windows 7 is interesting as it looks like there are specific wrappers for it or something like it. Not sure why Windows 7 is targeted, but Windows 8 and earlier builds of Windows 10 seem to not be supported.

So if you're getting an exception like the above and are on build 1607 of Windows 10, I would recommend upgrading, it definitely fixed the issue for me.

Yeah, it's a bit nuts having to update your OS to play a game, I purposefully stay on a specific build of Windows because I don't want to deal with the headache of updating and re-testing all the applications I use to make sure they still work, gets pretty old, pretty fast.

With updating my build of Windows, the laptop I bought a while back came with Windows 10 pre-installed and then clean installed build 1607. I used the Microsoft tools to create a USB with the latest build (downloads from Microsoft), installed with cleanly/formatting and it activated itself.

I definitely don't go to this effort for most games though, it's massive overkill and a huge amount of time wasted on re-installing everything.
So you too, could NOT update your "old" Windows 10 build 1607. You did need too install a new Windows 10 and that is... well no option for me. Fukk this game and publisher.

Another person on here did the in-place upgrade for Windows 10 and it worked for them. It would have worked for me as well, but I prefer clean installs of Windows as I find it causes less problems down the track and easier to troubleshoot other potential issues.

So for most people, an in-place upgrade to Windows 10 should be fine I imagine.
Hey all just wanted to post real quick: I was also having the flatline launch issue, was running Windows 10 1607 LTSB with an RX590 and an R5 1600x. I did the Windows 10 upgrade to 1809 and at the very least I can get the game to launch and just saw the cutscene that plays before it hits the main menu (I also did the usual settings configs and such but I have yet to actually start a new game) so it looks like it might indeed be a DirectX 12 related issue. I've also heard Windows 8 and 8.1 have no support at all for dx12 so you might be shit out of luck there but Windows 7 has some degree of support (has anyone tried running in compatibility mode?).

Also for the record: I DID NOT do a clean install, I did an upgrade and kept all my files and installed apps and programs. I tried it on my laptop first which was also using 1607 and then on my desktop and both upgraded just fine will no lost files. I still think this is kind of stupid as its the only game so far ever to give me this issue (I don't have Red Dead 2) so I don't know if the blame lies with Microsoft and Direct X, something to do with Nvidia (don't quote me on that, I have a bias for team red and against team green if you didn't notice my specs), or CD Projekt themselves.

TL;DR: Upgrade from 1607 to 1809 worked with no files or apps or settings lost.

u-man: It seems that Cyberpunk 2077 expects DirectX12 ULTIMATE, which requires Windows10 v2004. BUT and it is a big BUT, my Windows10 1607 will not update to v2004. I have DirectX12 installed and my dxdiag tells me that there are NO problems with it. So i guess it is this DirectX12 ULTIMATE bull$hit, that crashes our games.

If it can help, no one of this games crashes in my previous attempts and after Cyberpunk 2077 release:

The Witcher 3, Dragon Ball Z Kakarot, The Crew 2, Resident Evil 5, GTA 5,
Street of Rage 4, Assassin Creed Valhalla, Fall Guys, League of Legends.

u-man: NONE of these games use DirectX12 or DirectX12 Ultimate. I can not start any DirectX12 game with Windows10 v1607. Try a game like Red Dead Redemption 2 and tell us, it is working.

You just need to upgrade Windows 10 Enterprise LTSB v1607 to the LTSC v1809/v1909 or even better 20H2

Try to get this version exactly and just upgrade it (check for the language pack of course, need to be exactly the same as yours):

en_windows_10_enterprise_ltsc_2019_x64_dvd

Some of previous advices help me to found the solution.

Specially U-Man here in this forum about the Direct X 12 / Direct 12 Ultimate.

He enlighted me, this was exactly the main solution.

Hope this will help with all the people there with this W10 Enterprise LTSB v1607

so i noticed we both had our games installed on a D: drive... you have a seperate drive for games like me i assume,

so today i was like... maybe ill reinstall it on the c drive at GOGs default installation folder. and it worked! right now im at game menu.. havent actually played yet so i dunno if it will still crash while playing.

initially, trying to start it from gog galaxy actually didnt work. it didnt start but i also didnt get the crash error anymore. So i navigated to the folder and just stated from the cyberpunk .exe and it worked that way.

I also have a separate SSD for games which is drive D and never had any issues with that. Last night i installed Windows 10 on a second SSD as well and can now switch via BIOS/UEFI boot manager, it's working fine for now. But syncing game saves has issues atm so i disabled it for the time being.

damn I already reinstalled it on my D drive again... i will try it and let you know!
EDIT: It actually worked, so anyone that has this issue, you must relocate your game to gog/games folder for this game to work for some reason

I can also confirm that the old Windows 10 1607 version was the issue. I set up a dual boot with a newer version and it works fine on it

Not sure about the FPS but it doesn't look that choppy.

How do you change which drive the game is installed in if you're using steam and can't simply move your steam folder to a different drive?
Yup... I'm getting the same dang thing. Flatlined error on startup - right after I press "Play" on the launcher. I should also say that I own the Steam version as I won that copy last spring before I was about to buy from GOG.

running an 8gb Nvidia GTX 1070 founders edition on an Intel-based system.

1.) Restarted PC after initial installation.

2.) Did a complete driver uninstall (along with ALL current Nvidia software/apps) & downloaded/performed a clean install of the new 460.79 video drivers. Restarted again.

3.) Verified the "integrity of game cache" from Steam's library preferences for Cp2077.

4.) Completely uninstalled & reinstalled the game on the same drive (Sabrent Rocket, NVMe SSD). When that didn't work, I completely uninstalled & reinstalled the game onto a different drive (Samsung 850 Evo, SATA III SSD). I also tried my WD Black extra data storage drive to the same affect. Installation is back on my Sabrent (primary boot) drive.

5.) I created an exception for the Cp2077 directory in my PC's antivirus program (Avast)

6.) I disabled all unnecessary background applications like MSI Afterburner, RTSS, OBS, Steam in-game overlay, GOG's overlay, etc.

7.) I rebooted, and bypassing the launcher, tried launching directly from the "Cyberpunk2077.exe" file via a new shortcut I created on the desktop. When that didn't work, I configured that root file to run in administrator mode - which didn't work either.

I also tried removing my CPU & memory timing "overclocks" and set them back to normal, which did nothing either.
I'm out of ideas. Any help or advice in this matter would be GREATLY appreciated!

[Edit]: and still no effect after the new 1.04 hotfix changes they just released.

I keep crashing at launch, and the only way i've been able to get into the game is to delete my "Cyberpunk 2077" folder out of: "C:\Users\user\AppData\Local\CD Projekt Red" everytime I want to play.

It's frustrating because it means no game settings get saved.

What windows system are you runing in? Win 8 won't work at all, Win 7 is also sketchy, you have to have a newer Win 10 install as well.
