Try to set all the CPUs to a fixed speeds. Affinity alone did not helped me.
I have the CD version of the game and I run it on Vista and have the same problem so my personal fix might work for some. Anyway I just ran the system De Fragmentor an then started the game that fixed the cut seen sync problem. Anyway try it and re-post if it works or not.

I read in a support thread you created a wrapper to help keep it in sync when playing cutscenes (audio and video in sync)

well I use the shortcut to run it. I don't get any artifacts on screen, just cutscenes the voices are well out of sync with the visual cutscene.

Is there a fix available?
running in xp compatibility mode as admin solved the problem for me.
I have fixed the problem. I used an external program that I use to record with videos called Dxtory. You will be able to lock the fps of the game at 60 FPS and it will no longer go out of sync. Take care, I hope it works for all of you.
