I think it is simply because the conceivable alternatives don't really offer that much, or any, extra advantage over a standard keyboard.
No analog walking speed with a digital keyboard? At least I find myself pretty much always running at full speed in console FPS games with a gamepad, so the analog movement goes usually completely wasted anyway, especially if we were talking about competitive multiplayer gaming. Not to mention that even with an analog movement stick, most console games seem to offer only two movement speeds anyway, walking and running. Not really truly analog speed.
It is a bit same as why would people play driving games with a general-purpose gamepad or joystick, when they could be using a steering wheel and pedals? Well, the experience tells that the steering wheel/pedal systems will not make your lap times better, quite often the exact opposite. All they offer is a faux "authentic" feel for real driving controls, a bit like those (IMHO) useless separate throttle controllers for PC flight simulators.
