Lying as the moderator should be punishable by having your stuffed animals peed on and set on fire.

Well you can put this one in the bank: I'll never do it (on purpose, anyway, screwing up notwithstanding).
If you play one of my games, you may not understand
why something has happened if the reason isn't publicly available, but there will always be a reason
generated by specific player action.
As moderator, it's your job to wind up the game at the start, switch it on, and then let it go.
There should never, ever, ever be any instance where you insert yourself into the decision-making.
No dice rolls. No judgement calls. No hidden rules known only to you where you get to lie to the players and ignore them.
Set up the rules correctly, and then step out.
(Note that inserting yourself into the flavor and "winning" your own game is A-OK!)
