Absolutely. It's more than fair, since I'm mentioning your country, and all.
Kievan Rus, Ukraine, does exactly that now.

Thanks for the links and context. Many countries exploit others and have criminal elements that do nasty things. My point is that they haven't regressed into the Middle Ages.
As a person which lives in region with a lot of muslims:
You are making a mistake - inaction doesn't mean support by majority.
As a person who lives in a country with a (very small) Muslim minority that makes absolutely no trouble and is thus treated with according respect, it absolutely does.
Imagine common folks, which works 8 hour a day to feed their families, they return tired... And after some imbecile goes Allah-babah, what they should do? Organize a march? It's hard without leaders(have you ever tried to organize 10-people party? compare this to march, which you need to talk about with government), and it's pointless, because it is just stating obvious things.
That's just making excuses, and poor ones, at that. If you notice your nephew, cousin, neighbour, friend or son is going with the wrong radicalising crowd, watching some suspicious videos, changing his ways in stark fashion and espousing some nasty anti-West rhetoric, you don't need to organize a march or find a leader. You need to police your own and act accordingly (denounce and report them) if you expect to be seen as someone who actually loves and is willing to protect the country they live in. Shouldn't be that hard, if it's such a big majority that utterly abhors terrorism, right?
You see, many of terrorists are "heroes of wars for freedom of their lands".
EU and US provided asylum to "freedom fighters against evil commies\russians" since bin Laden.
Boston bombing was done by supporter of independent Chechnya.
Latest act by veteran of "Chechen war for independence" was shooting in Istanbul airport. He had numerous arrests in EU, but continued to freely move and wasn't given to Russia for trial.
Muslim radicals are perfect cannon fodder. For example, Kievan Rus has whole batallions of them:
You're absolutely correct. That does not, however, in any way disprove, contradict or invalidate my proposal for revoking European nationality of individuals who frequent hotbeds of Islamic extremism.
There is no such strategy in Russia. This thought was said by very blunt regional leader, but doing something like that IRL would cause huge outrage in press with connotation "making islam law above government law".
I was under the impression that it's an officially unacknowledged policy behind Russia's counterinsurgy and counterterrorist strategies.
