I have run into an issue with building animations. They have an idle animation when they are fully staffed, yet when my buildings are fully staffed, they don't have this animation, despite still putting out a walker. My god animations also have trouble functioning, as they freeze whenever their attack animation plays or even when they spawn, whereas just moving when they pop up with no animation (like in an invasion), they move fine. The heroes and monsters are fine as well, and are even able to attack. For a jarring example, Ares' Dragon walks around by itself, with no Ares to guide him, since he freezes during his spawn animation. My Urchin Quays don't work either, with the walker freezing when he gets to the Urchin spot, even though the Fishery works just fine.

I've tried using CheatEngine, and it doesn't fix this problem, although it did help Athena grant a prayer quicker.

I'm on Windows 10, and I've disabled all of the compatibility settings, which didn't help when they were on, anyway.

I've just started replaying this. Until about half-way through the first campaign (Thebes), I noticed the lack of animations for buildings and gods. None of the gods showed up, and none of the buildings had animations. I was going to look into it, but at the point when the Maenads show up, everything started animating. I think something is broken.
